Question / Help CPU issues with OBS

I know there has been a few other posts, on it, but I haven't been able to resolve my issue. To make a long story short, I had my stream set up a few weeks ago, and had 0 problems, everything ran smooth. fast forward to this past Monday, something went wrong with my PC, and I decided to reinstall Windows. I set OBS back up, but when I start my stream, I get encoding overload errors, CPU% goes nuts, and this wasn't happening a week ago before the reinstall. I checked that my drivers were up to date, I tried lowering my resolution, but still had the issue, so I moved it back. I changed the encoding, and changed it back, because nothing was getting any better.

I was just trying to stream Smash Brothers for the Wii U. Using a AGPtEK Capture card. I've had it only about a month.
running a non OC Intel i7-4790K CPU, NVIDIA GTX 970, 2x8 GB of RAM.

Im at a lost, since i'm new to the streaming thing, and could really use some help. Log has been uploaded.

OBS is getting starved by not having enough CPU

It is either your game being a CPU pig, OBS choking on its own, or a combination of both

Things to try:
- Lower bitrate in 500 increments towards 2500 to find a good spot
- Use NVENC instead of x264 if bitrate changes don't work
 
Im confused on why its not getting enough CPU, OBS is the only thing running. I was playing Super Smash Bro. For Wii U. So OBS was only reading from my Capture Card. Prior to reinstalling windows, OBS ran fine right out of the wizard, and I could have Spotify going, Chrome, OBS, Discord, and never have a CPU issue,
