STREAMING PC
Processor: Intel Core I7-4790K
Graphics Card: Asus ROG GTX 780Ti
Motherboard: Asus Z97
Memory: 16gb Hyper X
Power Supply: EVGA 600W
Case: NZXT Source 340 Black Mid-Tower Gaming Case
Capture Card: Elgato HD60 S

Specs listed above, When simply trying to stream at 900p 60fps, My OBS is exclaiming encoding issues, i monitored my CPU / GPU GPU staying below 40% and CPU below 60-70. Plus quality looks shoddy.

Change video encoder preset to Faster or VeryFast to reduce CPU overload.

Your Elgato was capturing at 1280x720, this is where your poor quality may be coming from.
If your computer and USB 3.0 is good enough, Change your Elgato capture device setting to 1920x1080.
Or, keep Elgato at 1280x720 and change OBS-studio base resolution and output resolution to 1280x720.

Appreciate reply. I actually had changed the quality under configure video for the elgato to 1080 prior to this, and it had looked extremely poor. I will give changing coy preset a go
 
Maybe show us a video of your past live streams or recordings? Depending on the game, it might be the graphics having too much details.
