Question / Help CPU/GPU encoder suggestions

Hello guys,
first of all, thank you in advance for the attention and any help you wish to give.

I'm going to try streaming on Twitch, I have read several guides but I'm still not sure about what to pick as encoder, given my "borderline" rig (my components are enough to do something but not enough to do it flawlessly).

Ryzen 5 1400 4C/8T (slightly overclocked to 3.5 GHz)
RX 570 8GB
16 GB Ram
Actual in-game resolution: 1920x1080
Target streaming quality: 720p/60 with 4500 kbps bitrate

I'm planning to stream games like Anthem, Apex Legends, Mass Effect + other lighter or older titles (Ironsight, Cities Skylines, etc).
As I said above, both my CPU and GPU can basically handle 720p/60 encoding but it's not guaranteed that EVERY game would run smooth. Some games are more GPU demanding, some push more on the CPU.

Since I don't plan to switch encoder depending on the game I want to stream, I would love to find a "sweet spot", picking the right choice that would be enough in all circumstances.

Will those settings impact more on CPU or GPU? Capping FPS (via AMD drivers) would give me benefits only if I use GPU encoding? Is the "OBS limit capture rate" option really useful? I tried it quickly and it looks choppier/slower (should be the opposite I guess).

I am in that bad situation in which one component (CPU or GPU) is not clearly better than the other, so I would need an expert advice to sort it out.

Attached there's the Log file of my last stream, in which I used the GPU encoding. The game is old (Remember Me - 2013) and not demanding: however, I play at max details and capped fps via AMD Drivers (no need to produce too many fps on a 60Hz monitor). I guess results are quite good.

Besides this particular case (old and "light" game), is it safe to assume that a RX570 8GB can perfectly handle 720p/60 encoding, expecially when there's a fps cap? Or do you still think that a Ryzen 5 1400 would perform better anyway, with even less performance hit?
