Question / Help Cpu capping at 100% Usage

Running Borderlands the pre sequel whilst simultaneously running OBS with Elgato. The cpu usage on average would be at about 50% but every so often it would max out at 100%. Checking resource monitor it says its using over 90 threads when this happens and would only last 5 seconds or so, ill attach my log below.

computer specs: radeon HD6850 pro
CPU: FX8350 4.0
8 GIG DDR3 @ 1600

Sounds like overheating or Cool 'n' Quiet kicking in, try disabling the latter in your BIOS. Also if you're using the Elgato in a 1PC setup (i.e. recording your PC game footage, not from a console), stop. You get no performance benefit from doing so.

OK thanks for the quick reply. over heating does sound likely since i had same problems in my in-house streaming on steam. in regard to the 1pc setup what would you recommend? monitor capture? i have not got a high end gpu for the likes of shadow or play or anything similar. I'm always looking for a better alternative so any input would be appreciated.
