Question / Help CPU 40% and 25 frames?

Hello,
Im making a new post, i dont know why my last one was taken down, well well-
SO, a few weeks ago my problem occured when i was trying to stream Nier i think it was, i got low frames in the stream aswell as the game, eventho CPU and GPU was not even close to 100%

I forgot to add my problem, when i try to stream now for example Division 2 or Apex i put on low settings and still i get poor preformance both ingame and abou 20-40 frames in OBS. When i streamed BF5 i had everthing on ultra and i still dished out 60 frames in OBS.

Asus strix gtx 1080
2x8gb corsair vengeance 3000mhz (2966mhz)
Dual screen 1x 1440p 32" 75hz MAIN
1x 1080p 24" 144hz
I do not know what has happend but im very frustrated about this situation

Check that game mode is off as well, as it is on by default. You can also turn off Game DVR as it doesn't help.

Your GPU is overloaded. This can be caused by game mode, but if that's off, you can alleviate it by capping in-game framerate, turning on vsync, decreasing canvas resolution, or choosing to stream either 1080p30 or 720p60.

There are also known Windows performance issues when running dual displays at different refresh rates.
