As the title says, I have a frame stutter when playing csgo, but only csgo. My build is an i7 4790k @ 4.6Ghz and a 980ti at 1.2Ghz. Based on the ingame fps counter and steam overlay fps counter, I am running 300+ fps constant while streaming, but it feels like 45fps. Is there a reason this could be happening? If you need clarification for anything let me know.

The elgato is not in use, and the webcam was off when I was trying to play csgo. I will also probably lower the res for the webcam on the scene with a small cam, as who needs 1920x1080 crammed in a small space.
