Question / Help Could y'all enlighten me on what I'm doing wrong with my configurations when streaming?

Forgive me if I'm posting in the wrong area, and I'm sorry if this thread has to be moved or deleted.

First and foremost, my laptop can handle recording on OBS in 4k quality with my webcam going at 60 FPS with no issues, but I have a lot of issues when it comes to streaming with Streamlabs OBS.

During my streaming, my chatbox, webcam and my in-game play get fuzzy when I move, and I could not for the life of me ever figure out how to configure my settings to the point where it looks sharp.

My current output settings are:
Video Bitrate - 6k
Encoder - ( Hardware ) NVENC
Encoder Preset - Max Quality
Base Canvas Resolution- 1920 x 1080
Output Scaled Resolution - 1280 - 720
Downscale Filter - Lanczos ( Sharpened scaling, 32 samples )
FPS Type ( Common FPS Values )
Common FPS Values - 30
Process Priority - Normal
Color Format - NV12
YUV Color Space - 601
YUV Color Range - Partial
Force GPU as render device - Checked on
Enable Browser Source Hardware Acceleration - Checked on

I've become so frustrated trying out different bitrates, encoders, output scaled resolutions, FPS values and process priorities, and it's clear that I can't figure this out with my trial and errors; alongside, with my failed google search attempts at finding a solution.

My laptop has:

CPU - Intel Core i7-9750H 2.60 GHz
Memory - 16 GB DDR4
Graphics Card - GeForce RTX 2060
Video Memory - 6 GB GDDR6
CPU Type - Intel Core i7 9th Gen
CPU Speed - 9750H (2.60 GHz)
Number of Cores - 6-core Processor
Resolution - 1920 - x 1080
Refresh Rate - 120 Hz
Memory Spec - 8 GB x 2
Max Memory Supported 64 GB

Forgive me as I have never posted a log file before, I couldn't find a way to upload the logs from my Streamlabs, so I used the Win + R %APPDATA%\obs-studio\logs method mentioned. Does it only record my logs if I streamed, or is it actually saved as well if I've recorded?

2020-05-12 03-24-55 Is the date it is giving me, which seems incorrect since I tried doing a stream today on May 13th.

The output settings I posted at the very top are the ones I'm using right now since I was testing out how everything looks because I have my recording as same as stream, so they aren't going to be the same ones in the log file.

Thank you so much for reading! Please let me know if my laptop can't handle streaming at a sharp viewing experience, if I have to not have my webcam or chatbox alerts on, or if I need to change any of my settings. Also, I did play around with my webcams resolutions, and I've tried to lower them with no success in getting my stream to look better.

Finally, please let me know if there's any other information I can give you to better understand my problem! I tried uploading a file here, but it's too large for your server to process, so if you want to see how one looks, I can post one up and leave a link if it helps.
