Question / Help Could use some help with quality

I've got 1MB upload speed, so I need some help to actually smoothing out the extreme pixellation that occurs in the video. It gets absolutely unreadable at times, so any help with this would be appreciated.

As for my settings:
Encoding: Quality Balance: 8
Max Bitrate: 600 Buffer Size: 600
Codec: AAC Bitrate: 128
Video
Res Downscale: 1.5
Filter: Bilinear
FPS: 40

I currently don't lag while playing online games with these settings, but the stream suffers.

Use CBR instead, and downscale even further. With CBR you might be able to up your bitrate a little bit, but you are severely limited by your upload as to what quality you can achieve.
