Question / Help Correlation between rendering lag and insufficient bandwidth

Hi.
I'd like to know if there's any correlation between the two reasons of dropped frames, like "if your PC lag it overloads the internet and mess with the connection" or something.
 
Rendering lag is not dropped frames.
Dropped frames are ALWAYS an internet connection issue
Rendering lag is ALWAYS a video card related issue.
