Question / Help Constantly getting 20 FPS?

Every time I record on OBS (monitor capture), I get 20 fps and I set the Video FPS to 30. I am trying to get my FPS to 30-40 but anything I do won't help. I tried looking up YouTube videos and searching the forums for a solution but none of them helped!

Here are the specs on my computer:

Windows 8.1

Processor: Intel(R) Core(TM) i5-4440 CPU @ 3.10GHz - 3.10 GHZ

Graphics Card: Intel HD Graphics 4600

Installed memory (RAM): 8.00 GB

System type: 64-bit Operating System, x64-based processor

Pen and Touch: No Pen or Touch Input is available for this Display

Here are the settings I use in Encoding:

Encoder: (Check) x264

Use CBR: (Unchecked)

Quality Balance: 10

Max Bitrate (kb/s): 1000

Use Custom Buffer Size: (Check)

Buffer Size (kbit): 0

Is there something wrong with my computer or settings? I don't get any dropped frames and I can't use Aero because of Windows 8.1.

Any help or suggestions is greatly appreciated!

I had the same Issue on my Streamingrig. Ive set the fps to 60, but obs wont get over 45 and had a lot of dropped Frames in the Logs. Change the Filter to "Bilinear" solved the Problem for me.

Your Intel(R) HD Graphics 4600 is not good enough to record the game and play the game at the same time. You could try using Quicksync encoding, but I suspect you'll have the same problem. You could try lowering your settings, like using a larger downscale, setting the FPS much lower (15 or 20), and using UltraFast preset. That will make it better but you have so many Duplicated Frames in that log I doubt you'll get a good recording in the end.

TL;DR: Your computer isn't good enough due to the lack of a dedicated video adapter.
