Constant Sound Issues Getting Worse

Hey! So I have been having weird sound stuttering/lagging/freezing issues when streaming and recording recently, progressively getting worse. I run a dual PC setup (one being a gaming laptop that I have upgraded). This wasn't an issue until the past month or two where the sound like glitches and stutters. I just have no idea what it is or how to fix it and have tried editing setting, re-routing cables, replacing cables, etc. Please someone know how to fix this, it's happening one after another at this point and it affecting my stream and content.
I run OBS and use an elgato capture card

Edited extremelly short video. You can't tell anything about its sound but looks good and only have the game's sound on it.

Video is extremely short but assuming you're referring to the hard interference sound (Buzz)
Ideally provide a log for us to view. Guide on how to do that in my signature below;

Check your sample rate on your PC/Laptop/OBS, ensure all are running the same Sample Rate.
OBS > Settings > Audio > Sample Rate

Failing that, could possibly be DPC Latency issue
Run Latencymon.exe software on both your PC/Laptop

IF you end up getting red spikes whilst playing your game etc then you've got a driver issue somewhere
(this program will detect which driver it is etc), upgrade/rollback specific driver.
