Question / Help Constant lag even out of game (log included)

If vsync was working it would be capping the game's FPS to your monitor's refresh rate. I'm pretty certain you don't have a 400 Hz monitor.

then again my computer sucks. i will look online how to enable vsync because it obviously isnt working
