Question / Help Constant Frame Drops

For the past couple of weeks I've been dropping mass amounts of frames and it last from 1-3 seconds but it happens even when I'm not playing and just sitting in an intermission screen or my starting screen.

Specs :

• Power Supply : Rosewill BRONZE Series RBR1000-M 1000W Continuous@40°C, 80Plus Bronze Certified

• Processor : Intel Core i7-4790K Processor 8M Cache, up to 4.40 GHz

• RAM : Kingston ValueRAM 8 GB 1600MHz DDR3 (PC3-12800) Non-ECC CL11 240 Pin DIMM Motherboard Memory (KVR16N11/8) x4

• Video Card : ASUS ROG GeForce GTX 1080 STRIX-GTX1080-A8G-GAMING

• Hard Drive : 3 TB

• Motherboard : ASUS Micro ATX DDR3 1600 LGA 1150 Motherboard B85M-G

On Windows 10 64 Bit


Things I've tried :
- Setting OBS to High Priority
- Dropping My Preset to Very Fast
- Calling my ISP to check for Issues
- Switching my Twitch Servers around US West locations
- Dropping my Bitrate to 3500 ( 300 Download 20 Upload)
- Checking for Windows Updates (All Updates Installed)
- Checking my GPU Drivers (All Up to Date)
- Running CCleaner (Why Not)
- Trying both 60 FPS and 30 FPS (Still Happens)

I really only had High Encoding when I was streaming South Park/Assassins Creed but other than those games when streaming GTA I never have any issues....I can post my settings if you wanna analyze them.

Connect both monitors to the 1080. If you're running OBS on the second monitor and it's hooked to the iGPU your performance will take a hit.

ah I never thought about this....the 1080 only has one DVI Port and the rest are HDMI but my Second Monitor is connected to my Moba so I'll try to grab a HDMI to DVI adapter today

Can you tell me what's up with mine!
16gb of ram
1060 6gb gtx nvidia
amd fx 8350 processor
and i get between 8 and 60 fps when trying to record
maxed out vbr
high priority on almost everything
cpu usage at ultrafast
it ridiculous

@Zondakage Enable vsync or an FPS limiter, your GPU is getting overloaded. And next time please make your own thread instead of hijacking someone else's.
