Question / Help constant disconnects

Hello guys,
While streaming, I'm getting constant disconnects and reconnects, one day I managed to stream for whole 1 hour, otherwise it's just 10sec stream, then OBS shows 0kb/s and like 1-2FPS for 5mins and repeats. I don't get DC from WoW or skype, IMO it's just some soft of a lag.

I'm not sure if my issue is caused by OBS, twitch.tv or just my connection.

OBS: Using software capture (tryed all options, no change)
Quality: 8
Bit rate: 4000 (again I tryed 2000, 3000, no change)
twitch server: Frankfurt, DE (closest one to me)
resolution: 1920x1080, no downscale
30fps
x264 CPU preset: very fast (tryed faster, no change)

My FPS in game is at stable 120. In case it matters: cpu i7 3770k, nvidia GeForce GTX 650, 8gb ram.

If any other info is needed, please let me know.

Tryed both UK and NL ones, still DC, first DC happend after 20mins of streaming, now I'm getting DC every 10sec >.< feels like it's really the connection what is messed up. Can anyone suggest me some tool so I can prove it to my provider?
