Question / Help Constant Bit Rate Drops to 0

I've been streaming for years and never had this issue before. I've had no issues since around February, it happened around March/April time that my streams bit rate would start dropping and sometimes spiking above what I set it. Sometimes hitting 0, and then going back to 2500 kbps after a few minutes but it would do this through out the stream. Now I had not changed anything, this just randomly happened. However it's gotten even worse, now it's constantly on 0 and even disconnects me from OBS, then may or may not fix it's self after a few minutes but then does it again. On top of this, now browsing the internet in general, using anything online is a lot slower than it used to be.
Now before anyone asks, I've tried all of the known solutions and nothing has worked. Also, did a couple of streams using the PS4 it's self and so far had no issues which leads me to believe it's something to do with my PC. Here is what I've done so far:

* Reset my Virgin media hub
* Reset my router
* Connected directly to the Hub and switched the router off
* Lowered settings on OBS
* Swapped out Ethernet cables
* Disconnected every device in the house
* Streamed to Youtube and twitch same problem
* Tried Stream labs OBS same as OBS Studio
* Ran a Ping on IP address, no Packet loss
* Ran a Ping on the Virgin Media IP no packet loss
* Ran a Ping to Google.com, no packet loss
* Updated my ethernet card manually
* Done a test using the Twitch tool

I think that's everything, clearly I'm getting 0 and even failed on France so connection is unstable. I'm from the UK so I usually stream to london but I've tried different servers with no help.

I usually have an upload of 6-7mbps, I set my bit rate to 2000-2500. I've been told it's nothing I can do and it's an ISP, but they aren't responding. Also, wouldn't it affect my PS4 if it was? I dunno I'm going insane trying to figure out why this happened all of a sudden, is there anyone with ideas? I'd be most grateful. I've attached the log from my last stream.

Bump: No one here got any ideas? I've already contacted my ISP several times, a technician changed a faulty wire today so far my internet is still slow. Will do a stream test later.

deinstall it defender make the same job !

your main resolution on your screen is 1024x768
please change the Base and the outpur resolution to 1024x768
