Question / Help Constant bit rate drops! HELP

I have tried everything. Every resolution. Bit rates between 100-6000. Nothing has gotten rid of the red box of doom. Lowest resolution and frames and highest nothing fixed it. I have 6000kb's upload so I don't see why I would struggle at 3500kbs. It worked at 4500kbs all week then one day just wont even go past 1000 kbs. speed test all the same if not higher than ever before. PC specs are 7700k and gtx1080 so its definitely not my cpu. thing never gets past 15 percent use. My GeForce experience streams with bit rate at 5000 just fine. Buffer size did not help either.

Okay called ISP they upped my upload to 11 mbs which is 11000kbs. Still getting a red box. I don't know what else to do.

I do the configuration wizard now and it says recommended bit rate 846kbs. I don't know whats going on but I now have 11000kbs upload and cant even set my bit rate past 1000kbs.... Update: Config for twitch actually works correctly as of now. But youtube configuration wizard does nothing.

Open cmd and do: ping -t google.com (ctrl+C to stop after some time)
If ping goes too high while streaming, your internet connection may be too slow.
If there is ping timed out errors, there might be connection problems like possible poor signal. Use wired ethernet, not wireless. Get USB to ethernet adapter if laptop/netbook don't have ethernet port.

Also, try speedtest.net, what is your test results on download and upload speed
