Consistent encoding lag, I'm running out of ideas at this point

I've spent the last 2 days scouring forums, including these ones, trying just about every solution I can find to fix my problem but still no luck.

In everything I record, regardless of its a game, or just my webcam, there's always encoding lag. It started at 7%, and I lowered almost every setting, and tried some other tricks, and got it down to 1%, which sounds low, but the recordings still have stutters.

I use VLC for playback, so it's not a player lag thing. I'm losing my mind trying to track down this problem.

My PC specs are decently high, so that shouldn't be an issue.

1060 6gb gpu
camlink 4k into a Sony A7iii
Steinberg interface into a fethead into an sm58 mic
SSD / USB 3 HHD 130 mb/s (both produce the same issue, but when I write to my SSD (C) the logs for some reason don't mention encoding lag? It doesn't say 0%, the line that displays when I write to my HDD just isn't there at all. However, the recordings still have the occasional stutters, maybe slightly less, it's hard to say.

I've set my 144hz monitor to match the 60hz of my second monitor / the 60 fps of my recordings, I've tried writing to both SSD and HDD, I've tried with and without the video preview being turned on, I've changed just about every recording setting from max, to lowest, back to a middle ground, matched the audio frequencies, enabled game mode, disabled game mode, and a few other things that have at this point escaped my mind, but nothing seems to solve the problem.

The only thing I haven't tried is uninstalling Bitdefender, but I've been avoiding that since it's got more than half a year left on my license. I'll try it if it comes to that, but I'm holding out hope I've missed something you guys can help me with.

During these recordings my gpu, cpu, and ram load are always incredibly low in task manager, so it's not a load issue, and temperatures seem normal as well.

I'm at a loss and could REALLY use some help for my sanity.

Here is a log with 3 different recordings in it, I just set them to record a video playing on my desktop with my camera footage in the corner as a control, no game or anything to hog resources, the two longer recordings are the same settings, except one is to HDD and one is to SDD.
