Question / Help Connection to Servers?

As of three days ago i was affiliated on twitch, Sadly i have been having connection issues to the servers ever since then! I have a picture of my twitch test from today which is the best one yet. the quality numbers slowly have gone up and same with the kbps. I just want to know if this is the servers in general or my ISP. last time this happened to me which was about 3-4 months ago i had a forum post up about it, ended up fixing itself after about a week.

Okay thats fine, last time i didnt even know what to tell them when they looked at my internet. They came and everything checked out good and i still had this problem but two days later it just disappeared. So i think ill just wait again and hope for best.
