Connection is great but stream is some poo

Hello, Ive been having this problem where when I go to stream to Twitch or Youtube OBS just doesn't want to stream it well. I have tried lowering the bitrate and the only time it gets smooth is when the bitrate is set at 6000 which is a crappy looking stream. I have an AMD Ryzen 5 3600 6-Core Processor and 8gb of ram so my computer should be able to handle it. I have tried through Youtube and Twitch and both services don't have a constant stream to them. On OBS the little box that tells you the connection is constantly red or maybe yellow unless I turn the bitrate to an unreasonably low number. I even tried the dynamic bitrate thing OBS has and that just stops the stream completely.
 
We'd need a logfile from a streaming session at least 30 seconds in length where the issue occurred, to be able to give accurate advice. Please create and attach one (as a URL or as a file, don't copy/paste the contents), and we can have a look. Some random guesses though:

If the box is yellow or red, you are trying to stream at a higher bitrate than your connection can smoothly send to your chosen destination server. This can indicate poor throughput, or a very unstable/high packet-loss connection. The fact that dynamic bitrate drops to a stop supports that your connection is having a significant problem.

-If you're streaming over wifi, STOP DOING THAT. NEVER stream over wifi. Run a cable.
-If you plan to stream to Twitch, run R1ch's Twitch Test app. You want a server with a Quality score of 100.
