Could you suggest optimal settings for my PC configuration?

Problem is that game is working smoothly but stream is spiky as hell

As I told you in another thread, your CPU is not very strong, especially for the resolution you are attempting to stream at. This is why you have such a high (almost all) rate of frames lagging.

My recommendation is that you upgrade your computer, unfortunately. There's not really a lot you will be able to do off an old core 2 duo.
