Hey
you have two options I could think of at the moment. The first would be creating a shortcut to your obs.exe and appending "-portable" to its start parameters. Obs will place all files and folders in its main folder this way. You could place this whole folder in your cloud.
Second option would be to use symbolic links. I know for sure dropbox works fine with them. But you might have to look for a small tutorial on how to set them up. Some rough info here: http://en.wikipedia.org/wiki/NTFS_symbolic_link
You would just link the whole configuration folder out of your skydrive to both PCs.
