Question / Help Computer hardware requirements for 1080p or 1200x800 at least

I have a new Dell laptop running an Intel Core i7 1.8 GHz processor and 16GB Ram and I am wondering if this should be able to stream 1080p 30FPS smoothly. I am running a console through an Elgato game capture HD from Xbox one. If so what OBS settings (bitrate, Advanced setting etc.) should I be on to do this. I played around with settings and resolution and the only way I could get it running smoothly without WARNING high encoding CPU usage error was streaming at 25 FPS at 852x480 but it's shitty quality and not even 16x9.

Really appreciate the help!

Well laptop hardware is way slower than desktop hardware. We need the exact hardware, provide a log > that will help. It should do 720p 30FPS (optimal for console game streams actually) without any problems.
