The GTX 950 is fine. But the CPU is more honestly described as a dual core, I don't expect you to be able to run x264 encoding on that setup. If you only want to record to your hard drive, you could do that using NVEnc recording with that PC, but I don't think you'll have good results if streaming.
You really need an Intel i5 or even better i7 to stream most games. And they'll run the games themselves better to boot.
