old, low-end computer trying to perform real-time video encoding which is VERY computationally demanding. And not having a good GPU for encoding offload. And you set up for 60 fps.. so no surprise

I recommend monitoring hardware resource (CPU, GPU, RAM, etc) utilization [for ex. using Task manager’s Performance tab and/or Resource Monitor] to see if your system is being maxed out with your settings [which it most likely is]. My recommendation is to research OBS settings for under-powered computers
- start with 30fps
- research quicksync optimized settings for encoding
- Oh, and follow OBS instructions and do NOT record to MP4 (explanation of why is on-screen)

what do you mean by old, low end computer? what is old? cpu, gpu, ram? how do i monitor hardware resource (CPU, GPU, RAM, etc) utilization [for ex. using Task manager’s Performance tab and/or Resource Monitor] to see if your system is being maxed out with your settings [which it most likely is] and how do i research quicksync optimized settings for encoding.
 
It's 3rd gen which means 9 years old. I don't think you can play anything at 60fps let alone encode at 60fps. Use quicksync. Limit fps to 30. Use something like RTSS to limit your game to 30fps. Disable Game Bar,Game DVR etc. Should work after that. Are you really at 1080p? May have to try 720p or 900p even.
