Question / Help Clarification on how to properly add custom encoder settings?

So ever since I have been using any custom encoder settings I have had them like I have read them off the internet like this:

But I know other programs do "--*insert setting here blah blah*" like the following:

So here I am today asking if I have been doing it wrong all this time? Which method is correct for OBS? If using "--" is the correct way which settings would I need to.... rename, so to say, to have it work the way it should? If you aren't sure what I mean by that; for example, between the two pictures the tune setting changes from the way I have seen it used in OBS, tune=*blah blah*, to the way it is used in other programs, --tune *blah blah*.

Use the UI to set your bitrate, not custom x264 commands.

Why would use you the stillimage tune for live video encoding? Do you even know what you're doing or are you just parroting someone's settings? Don't parrot settings you read somewhere on the internet. Use the OBS setup guides.

To answer your question, there isn't a - needed before commands. tune=blahblah should work. That said, you're going to have a bad time if you do what you seem like you want to do.
