This report tells what issue coused with AMD card, but I have optimal driver for my laptop, so...

Classic OBS version works fine.

You need to locate the issue first. Try to disable AMD VCE plugin from loading into OBS Studio: WINDOWS 10 OBS CRASH

Please update your driver, you can update to 17.11.1 which is the optimal driver for your laptop. In the future OBS will simply no longer show AMF for users that do not update their drivers, thus risking crashes that have been fixed a long time ago.
