My friend is attempting to stream a PS1 game via Elgato -> OBS -> Twitch, his computer isn't amazing, but it should be able to handle this(https://www.msi.com/Laptop/GP70-2PE-Leopard.html#hero-specification). The video skips frames and is pretty choppy, even on ultrafast 480p with 1500bitrate and 29.97 fps.
