Choppy video on OBS from Sony HDR-CX675

On my personal laptop, which is 4 years old, the video was not choppy. The church bought a dedicated laptop for FB Live and now the video is choppy on OBS.
I have looked on the laptop for settings and didn't really see anything to change. It is a Lenova with an Intel graphics card.
From the camera, it is HDMI and we are using a Cam Link to convert it to USB2.0 (I think its 2.0). the laptop has 2 other USB ports that the cam link won't go into.
Any suggestions please.

We at the church are new to video, are there any settings that I can look at on OBS that could be of help. We understand that you are not IBM or Sony experts but if there is something that we could look at on OBS that would give us a starting point. Thank you. BHCC

You no need IBM or Sony experts, you need operating system experts :)
Do you have any logs file ?
I think you bought a cheap laptop with an energy-saving processor. You have not set the CPU performance to the maximum, you probably did not run OBS in administrator mode, all in all, it is enough to think a little to find a solution, but on the other hand, if you have not learned something, you will never know it (note not applicable to geniuses).
