When streaming either 32 or 64 bit lately OBS will stall / stutter/ become choppy whenever I am in the character load screen in World of Warcraft or doing any arena in the Sewers. The game itself is flawless. Only OBS / Stream have the stutter choppiness. Here is my log. Any suggestions?

That log is only from a local recording session (or maybe a preview) and not a stream, so it would be good to get a log from when you streamed. But It does seem like you're getting a lot of duplicated frames. Nothing is jumping out to me as running slowly, though, unless it's your webcam. Do you have any other output formats on your webcam besides MJPEG? Do any of them make the stream run better?

That log was a quick recreation of the error. I figured anything more would be unnecessary. I tried switching the cam to YUY2 on last nights stream however I wasn't attempting to recreate the error (viewer reports said it was there). I will attempt to recreate it again.
