Question / Help Choppy stream

i have tried updating drivers and reinstalling obs messing with obs settings but i cant seem to figure out why my stream is so choppy do i need a new cpu or what. https://obsproject.com/logs/pbqb2HQk8RMw8lW-

Since you are using nvenc to encode it just means that something else is using up that part of the GPU, not the CPU. whatever is using up the 1070's encoding/decoding part is making OBS chop behind, this can be stuff like 4k videos or just other rendering tasks freely running in the back alongside OBS

you should be okay with both tbh, try updating drivers on GPU and use whatever feels more comfortable (fps in-game)
