Question / Help Choppy Stream

So the game im streaming using OBS is League of Legends.

Specs
Laptop: Lenovo Ideapad y500
Processor: Intel Core i7 3630QM CPU @ 2.40GHz
Video Card: NVIDIA GeForce GT 750M
Internet Provider: Time Warner Cable

Upload Speed: 0.95 Mbs
Download Speed: 5.95 Mbs

The question I have, is that while I'm streaming League, whenever the camera is sitting still, the stream is perfectly clear, but the second i start moving the camera around, panning down, left, right, up, wherever, its extremely pixelated. I'm not sure what the cause of this is? Is it my computer specs, my internet?

Ive attatched screenshots of the settings window here, maybe its something inside my settings I have wrong? I didnt touch anything inside the advanced tab so...if anybody can help I would appreciate it!

The problem is the bitrate and with an upload like yours I can really offer no advice other than -- "Don't even try.".

The unfortunate thing here is that your game of choice, League of Legends... is a massive bandwidth hog. So, even if you were to provide OBS with a bit more bandwidth, League of Legends would end up becoming unplayable. Sadly, there really is no resolution, no bitrate, no configuration that would make that upload a viable one for League of Legends.

I would recommend a minimum of at least 2 Mbps upload for the purposes of streaming League of Legends at a watchable quality.

Is there anyway to increase upload speed other than paying for higher internet quality? To my understanding we are already using high speed internet so... any chance its just something from my end?

Not likely; had it been something on your end you would likely have no connection at all instead of just a low upload speed. Confirm with whoever is the contract holder what the contract actually is for. It may simply be... for 1 Mbps up.
