Question / Help choppy stream with eve online

I am seeing an issue with OBS when attempting to stream Eve online. I made a video describing the issue here:

Any ideas and or suggestions are much appreciated

I figured it out - the issue occurs when the game is minimized - I suppose it's a CPU idle thing.

this is just logical almost everygame drops down to ~17 or even lower fps as soon as you tab out except you are able to set settings for this
