Question / Help Choppy stream (tried above fixes)

Hi everyone - just want to thank everyone in advance who puts in their suggestions.

Specs:
Windows10
CPU: i5-3570k 3.4 GHz
8GB Ram
13MB upload (consistent over the week)
Ingest server: New York (rated highest in that program from sticky thread)

I am trying to stream Overwatch on Twitch with a Bitrate of 2500, Buffer 2600, and CPU set to "faster" from "veryfast" (was fiddling with it before trying to fix it). I am getting considerable chop and dropped frames and wasn't sure what else I could try, or if my PC just isn't good enough to stream?

I should mention that with changing my bitrate to 2000 I have no dropped frames, OBS says 30 FPS, but the stream itself goes for 2 seconds, stops for 10, goes for 2. The sound never cuts out though.

Are you getting dropped frames in the status bar of OBS?
Ingest server: New York (rated highest in that program from sticky thread)
