Choppy recordings - FH5

Hey, I'm trying to record Forza Horizon 5 and no matter what I change, I always get what seems like lag or frame drops in my recordings. The game always stays at 60 fps, the gpu works ~ 50-60%, cpu below 40%. I usually record at 1440p 120Hz, game locked at 60fps, but even at 1080p same results.
What I've tried:
- Lowered in game settings: I can run the game on extreme/ultra settings, downgraded every option to High. Same Results.
- I use CQ 17-18, now it's at 23-24, No Look-Ahead, No Psycho, 0 Max B-Frames, Same results.
- Lowered the res from 1440p to 1080p, Same results.
- Disabled 'Preview', Same results.
- Turned off 'Record in the background while i'm playing a game', Same Results.
- Gave OBS realtime priority ( I feel like this helps )
- Disabled Steam Overlay, Same results.
- Changed monitor Hz to 60, Same results.
- Changed recording path to 2nd SSD, makes no difference whatsoever.
- Changed the recording format, MP4, MKV, MOV, Same results.
- Temp is always around 70.
- Tried Auto-Configuration, Same results.
- Uninstalled, reinstalled OBS, Same Results.
- Closed apps that usually run in the background, MSI, Chrome, Discord. Same results.
- Running as administrator, Same results.

Last video that I recorded has a bitrate of 28kbps 1080p, looks s*** and it's skipping frames, but OBS is not reporting any encoding or rendering lag.

2 maybe 3 weeks ago, I was in huge clan battles in New World, I was getting 40-45 fps but the recordings looked fine. Recorded Far cry 6 as well, ultra-high settings, recordings are fine.
Should I try Display or Window Capture?
