Question / Help Choppy Recordings and Stream

I have come across an issue that hadn't applied to me until today. When record or streaming with OBS either or both my CPU and GPU hit 99% and my recording/stream is choppy constantly.

Computer Stats:
CPU: Intel(R) Core(TM) i7-7700 CPU @ 3.60GHz
Graphics Card: NVIDIA GeForce GTX 1070
RAM: 16GB DDR4

I would recommend you not to stream and record in 1080p. Both at the same time + playing the game kills your cpu. Go for 720p.
Go to settings --> video und rescale the output resolution to 720p. You don't need to rescale the output in the output tab.

I have the same issues. I had never had this issue and then I updated my windows to the latest version and now I cannot get stable recordings at 60fps on anything where as I used to be able to do it at 4k 60fps flawless. I going to try to do a reinstall of an older version to see if this fixes my problems.
