Choppy recording

Whenever I record in not just obs but any other software the recording is very choppy I have run the obs wizard and it says nothing is wrong but when I am in game it runs smooth

I have a 3060 ti
And a i5 10400f

This seems to be an issue with Nvidia GPUs. I'd recommend contacting them and Microsoft, since the OBS team is unable to address the issue.
