Choppy/laggy stream but no issues on my screen

I need your help please. I have reinstalled windows to make sure its not the issue. My stream is a bit laggy, even though I have 0 dropped frames and only very minimum amount of skipped frames (0.1%). I have good bitrate all the time and it feels perfect on my screen, no lags and no fps drops. But the stream is laggy.
I can see it might be due to overloaded GPU, but im only running OBS and the game on low/medium settings.
The temperatures are also fine (65 C).

Go to OBS Studio, go to settings, go to advanced. Set the process priority on above normal or high.

Run OBS Studio as administrator.
