Question / Help Choppy frames

Hello

I am new to using OBS and still don't know how to configure everything to optimize for my setup. When I am recording at 60fps no matter what other settings i have it will always be choppy. I have tried many ways to solve this including changing my resolution, reducing my bitrate, and even used both cpu and graphics card to record. either way if i record at 60fps it will be choppy. I then tried lowering my frame rate while keeping everything else the same and it was smooth, no frame drops. I also had my task manager open to see my resources and at 60 fps my cpu was about 20%, gpu 40% and ram 30%. when i set my encoder to my rx 550 it was about 70%, cpu 12%, rx 580 30-40%, and ram 30%. any suggestions to record at 60fps would be appropriated.

I7-8700k 4.6ghz
32 gb of ram
Rx 580 8gb
Rx 550 2gb
z390 gaming x motherboard
