Question / Help Choppy encoding after windows 10 update.

Hello Forums. I have have issues with with streaming ever since I reinstalled my OS and ran updates. Before, on my same hardware, I had 0 issues playing anything and streaming 720p/60fps. Now, everything through OBS is choppy, yet NO issues in game at all. I check and no cores are parking, nor am I topping more than 30-60 percent of my processor. I do have a 144hz monitor and a 60 hz spare monitor, but I didn't have an issue before updating.

Ryzen R5 1600 OC'd to 3.9ghz
AB350m Pro4 Mobo
Tforce Nighthawk 3200 ram
Gigabyte Turbo OC GTX1080
