Question / Help Choppy and unsmooth gameplay when streaming (CS:GO)

: Intel Core i7 3820 @ 3.60GHz
- RAM: 32,0GB DDR3 @ 667MHz
- Motherboard: ASUSTeK COMPUTER INC. P9X79 LE (LGA2011)
- GPU: 8GB ATI Radeon RX 480 (2016 version)
- Storage: 238GB M4-CT256M4SSD2 (SSD)
931GB Western Digital WDC WD10EZRX-00A8LB0 (SATA)

Internet on average: (Speedtest)
Ping:
15 MS
Download: 20 MBPS
Upload: 9 MBPS

Current OBS settings:
Version 0,657b 64b (Previous version) - When I use the latest version I get a black screen when using game capture.

I live in Norway and use Stockholm, Sweden as my closest server.

Encoder: x264
Quality Balance: 8
2,7k bitrate
Res: 1280x720
FPS: 60 (Heard this is a "MUST HAVE" when streaming CS:GO)
Process Priority class: Normal
x264 CPU Preset: veryfast
Encoding profile: main

My settings are playable but I have been experiencing a lot of choppyness and rather unsmooth gameplay when I streamed CS:GO lately and it's not something I really want to put up with if I can avoid it. So what should I most likely change to make it smoother for me but still give a good experience for my viewers?

Anyone with OBS-experience should be able to answer my question but alright

Usually lazy.

CSGO eats system resources on its own. 300fps sounds all well and good on paper, but framerates above the refresh rate of your display are largely useless and only serve to make your system work harder for nothing.

Streaming at 60fps needs between 50% and 100% more bitrate and 100% more cpu time compared to 30fps
It's not only not a "must have" but because of twitch's viewer server routing it's actually a major hindrance.
2700kbit bitrate is high enough that your viewers are going to buffer very frequently because you don't have partnership.
1280x720, 30fps and 2000kbit bitrate is pretty close to the sweet spot.

Ohh the reason why there are barely any responses anymore are quite simple. Forum Rules and Stickies on what is expected from posts.

In Short you are missing a Logfile, yes Users that try to help out on this Forum started to get lazy and dont wanna write "please post a Logfile" under 90% of the new Threads.

And sometimes it takes more than a couple Hours for people to reply :(

Quick Note if you are streaming CSGO only then 540p60 is a valid alternative due to large Fonts viewers wont even notice it and you get the smooth 60 fps on your stream for less cpu usage and a lower bitrate.
