Question / Help Cellphone camera on 3G- 4G network obs

Hi everyone,
I wanna say straight away that I already tried to search on this forum..... and youtube,.... and Google.... everywhere I could possibly look ....
What i'm trying to to is:
Android Cellphone Camera (on 3G-4G connection ) > OBS > Youtube ( maybe FB)
And I'm already struggling with the first step :-(
I found few apps that i can work out at home...so with pc and phone on the same wifi.... but none of the app that I've tried work on 3G or4G or sim card network...
Also tried the famous IP Webcam app.... (this one doesn't even work on wifi)
I wouldn't like to use any platform like wowza or ivideon..... but maybe it's a mandatory step to take...
I don't know.... I'm new and I'm trying to learn....
RTSP,..... RTMP...

So his is the step hat i was missing (A RTMP SERVER)
Just to know a little more....
the server must be only on a Linux computer? A windows laptop could do the same? (it's all i got)
Is this the only possible way?
would be possible using RTSP? if not can somebody please tell me why?

there are windows builds aviable
http://nginx-win.ecsds.eu/download/ <--- the last version with rtmp is nginx 1.7.12.1 Lizard (1.7.12.1 is the last free version with rtmp)

Phone ---> NGINX-RTMP Server ---> FFmpeg ---> RTSP-Server

thank again for your help....
unfortunately i'm so new at this thing that is not enough.... i've been trying to install nginx.... the version that you gave me. but it didn't run
I'm using a windows 10 32bit.....
I also tried other versions of nginx... 1.17.3 and gryphon ( that i found instructions for on a youtube video)..... only with the 1.17.3 i got to the point when hostpage says: you are on nginx... but i couldn't modify the conf file on it.....
EVERYONE USE NGINX TO GET OUT OF OBS... AND NOBODY EXPLAIN HOW TO USE IT TO GET IN IT
I know i'm asking you a lot but could you give me some more instructions please? or send me to a tutorial video... or make a tutorial video..... i'm keeping looking on youtube for a proper tutorial but i can't find any that explain what i actually need.... any little help will be appreciated .
