Question / Help CBR, Is It Strict?

I am coming from xSplit and still use it for console because of my Roxio HD Pro but I love using OBS for PC streaming. My issue is this, I don't have the best internet. 1.97 upload is my average and i can get 720p with xsplit with 1500 bitrate and a strict CBR and it never goes higher then 1500-1575 but when i use PC and OBS and set my settings to CBR, OBS still goes way over 1500 bitrate even when i have it at 1500. I tried streaming today and it would hit 2300 to 2400 bitrate even on CBR 1500.
But it didn't say it was dropping frames and my stream looked good from what my viewers where saying.

So i am confused, what is the best way to ensure a strict 1500 bitrate to ensure my stream won't ever hit the max?
