Captured input occasionally 'wraps' around side of frame (Elgato 4k60 MK.2)

I'm using a dual-PC setup, with my gaming computer duplicating the display to my gaming monitor (DisplayPort) and to the input of the capture card of my stream PC (HDMI). I'm not experiencing any lag, no rise in dropped frames, no disconnection issues or crashes, and overall everything ELSE works perfectly. However, I'm scratching my head over the issue summarized in this post's title. At seemingly random times, which are related to moving my mouse around the various pop-out windows in OBS, the captured input video shifts to the left or the right. Rather than clipping/cropping the off-frame part, it wraps it around to the opposite site.

So far, I've tried changing all refresh rates to 60hz (input and output on both systems and within OBS), tried changing resolutions between 1080p and 2160p (OBS is set to stream at 1080p60), even uninstalled/reinstalled the capture card drivers/software, and NOTHING fixes the issue. I've even recorded a short video showing the problem and will post a link if needed. I've also uploaded my most recent log and included it with this post. My PCs' general specs are below:

Game-PC
Windows 11, Zotac RTX 4090, Acer Predator CG437K (2160p120hz on one DisplayPort), cloned display to HDMI for capture card.

Stream-PC
Windows 11, dual PNY RTX 3090 w/nvlink, Elgato 4K60 MK.2, two 1080p monitors (one landscape, one portrait).
