Question / Help Capture Quality Question

Hi guys.

I don't know if this is the right place to ask this, I didn't see a general discussions board.

Looking around at what other people have recommended, I am pretty happy with streaming 720p/60fps. 30fps for some games like Hearthstone and what not. For that reason I was happy picking up a second hand capture card that does 720p/60fps or 1080p/30fps.

The question I now have, is will it be better to capture 720p and stream 720p, or capture 1080p and stream 720p? Would down scaling to 720p be a better image, or would it end up looking worse than native 720p?

I might save up and get a card that does 1080p/60fps if it is worth it. The prices are just extremely high in my country (second hand, the products aren't sold locally) and the difference may not even be worth it if I don't plan on doing 1080p.

EDIT// After looking into it more, I will be focusing on getting a good 720p/30fps stream. Testing out 2000,2500 and 2800kbps bit rate. Adding that in, in case it will have an effect on the answer to my question. I would also like to know if the FPS captured should match the FPS displayed. Will capturing 60fps and streaming 30fps will give me bad results.

I ask myself the following:
When you capture with 720, and then stream with 720p, does OBS downscale the 720p capture to another 720p output?
That's a pretty tough question... But I would be interested in the answer!!! So maybe you can test it in some circumstances?
