Capture card window shows top half of screen on the bottom

This has gotten worse overtime it used to show a small portion of the top now its getting to the point I can see the health bar at the bottom. Any fix for this? Only time I can get it fixed is by restarting console or obs (sometimes).

Looks to me like a sync problem. At any given moment, only one pixel is being transmitted on the wire, so the receiving end has to stay in sync with that. So video has always had a sync signal of some kind, to make that happen.

My guess would be a failing capture card, or a failing graphics card that feeds that capture. So the vertical sync is getting lost and the capture card is just guessing.
