Capture card must be reset every reboot

I'm using OBS in Windows 11 with an External 4K HDMI Capture Card, Audio Video Capture Card for Streaming. When I reboot my PC my capture card works in windows through the video player, buy OBS does not recognize the video (audio still works) until I reset the capture card. It's weird that it works in other programs but not OBS. Any ideas? Here's a link to the capture card. I don't see the purpose in a log file, but here it is anyway

I had something similar to that, with similar claims and a similar price. Problem was, the claims were B.S.

Technically, it worked - I could get "a picture" from it - but the physical USB 2 chip behind the USB 3 connector and all of its hype about USB 3 being better, was only the final proof that it was junk.

If you must use USB, stick with the name brands, and expect to pay about $100 per channel. Stay away from the cheap stuff with no accountability and random functionality.
