Question / Help Capture Card Help?

So I recently rebuilt my main, gaming PC, and I would like to make the old machine (i7 3770k, 16gb ram, etc) into a dedicated streaming machine.

So the age old question is, what OBS Studio compatible capture card do you recommend, and why? I would prefer one that can handle 1080p60 - I currently only stream in 720p60 but my network is capable of 1080p60 so I want to future proof for that if possible.

I have heard good things about the Razer Ripsaw, but I don't know if their is a better pci one you would recommend?

Price range is ideally <$200 but I can be flexible if one is more expensive but has some great added benefit.

Magewell, Micomsoft SC512, or Elgato HD60 Pro. You can also go for a Datapath Vision, but they're more expensive and don't capture audio until the DVI-DL.

AverMedia make starter-grade junk. The Ripsaw is literally just an Extremecap U3 in a Razer-branded case with a different hardware ID value to make the drivers not cross-compatible even though it's the same PCB and chips.
C985 does NOT capture 1080@60, it can only accept a 1080@60 signal. Part of their usual marketing snake-oil.
Avoid Avermedia, and Hauppage. Blackmagic are OK but overpriced, and not recommended.

All that said, your streaming PC should have the more powerful CPU. A lot of people toss on an old system as their 'encoding' machine, wen they'd get much better results just using the updated and more powerful gaming system directly, along with FAR fewer headaches on setup, and a lower power bill to boot.
