Question / Help Capture card flicker w/ webcam

I have read of other people having this issue but have yet to see a solution. The problem only occurs when I have the webcam enabled, in that video it was enabled but hidden. The problem exists while not streaming or capturing and persists while doing either.

I have tried different USB slots, reinstalling OBS, and many different settings for the webcam. If I lower it 720p, instead of its default 1080p, the flicker is less apparent but still there.

I have also used this same scene setup in Xsplit and Gameshow and do not experience this issue at all.

Stream PC info:
i7-3960x
32g ram
nvidia 295
Avermedia U3 Capture card
Logitech C920

I uhh don't remember at this point but for the sake of testing, turned it on and problem still exists.

i just had this issue with my logitech c930e on obs studio, put your resolution to 720p, and slowly lower the framerate. The FR is most likely causing the issue. I had to lower mine to 24fps, but the quality is still smooth for me.

Yeah this didn't fix my issue, still seeing a flickering at the bottom of the screen, although it did make the flickers smaller but it is still there. I have tried lowering the resolution and fps to stupid low levels and still this occurs. This problem only exists on OBS.

The GTX 295 is, if I recall correctly, a multi-GPU card, which means it wants to run in SLI mode. OBS Classic doesn't work right with SLI. You need to either use it in non-SLI mode or try OBS Studio (I think that one works with SLI, but I'm not sure).

Also the GTX 200 series in general is really bad on OBS, so that could be a problem too. It (ironically) just isn't fast enough.

Disabled SLI and I am running OBS studio, still having the issue :(

The log file looks incomplete, can't see the performance statistics. Try uploading to a text file hosting site like pastebin.
