Capture Card at 30FPS despite being able to handle 60FPS

Hello! So I recently got a capture card (one of those cheap ones off eBay because I'm broke) and though it clearly states that it can handle 1080p at 60FPS, it runs at 30FPS. I checked and I do have USB 3.0 ports on my PC, and I am using a USB 3.0 cable. My log is attached. Any help would be greatly appreciated!
