Question / Help Can't stream Higher Qualities

I have an issue where I can't seem to stream either my desktop or game capture at higher qualities with OBS streaming to Twitch. I have read countless guides and videos and for the life of me I can't seem to get anything to work. The stream works fine if I stream at 1-3 quality with no lag on Twitch but any higher and I drop frames on Twitch, however OBS says I have dropped none. I have tried a bunch of bitrates from 1000, 1500, 2000, 2500, 3000, 3500 and everything in between and it will always drop frames on Twitch. I'm pretty sure it can't be my PC because I think it should handle streaming just fine. It has to be something I am doing wrong with settings but I could be wrong. I need help T-T.

PC Specs:
CPU: AMD FX 8350 4.0 Ghz
RAM: Corsair Vengeance 1600 Mhz (8GB)
GPU: AMD/ATI 6850 OC'ed
Resolution: 1920x1080
Internet Speed: 20mbps Upload/20mbps Download

OBS Settings:
Video:
Base Resolution: 1920x1080
Resolution Downscale: 1.50 (1280x720)
FPS: 30

Speedtest.net is notoriously inaccurate because it is a flash-based speed tester, which measures speed incorrectly.

Your log shows no dropped frames, and very few lagged frames. Can you link to a video where you were having performance problems? Otherwise, this log seems to indicate you are streaming fine.

Sure, I can go make a stream recording right now. But what bitrate do you want me to stream at and what quality setting?

Do 3500/3500, CBR enabled, 30fps 720p. (When using CBR, you do not need to set a quality balance.)

I use JTVping which tells me which server to use. I use NA New York East. And I am streaming through ethernet, and yes I have tried multiple servers on the east and west coast.

Well dropped frames indicates a problen being able to communicate to the streaming server fast enough. That means making sure nothing else is tying up bandwidth on your line, getting a good connection to a server, and putting your bit rate at a reasonable level. Can you keep trying streaming to different servers but use lower bit rates, like 2000? I know you said before...

So I finally got it to work :D. After a couple hours of tweeking i got everything working 100%. Thank you for helping xD.
